The committee manages the quality system of the University. It conducts strategic planning and makes decisions regarding the guidelines and procedures for quality assurance and improvement. The committee proposes specific projects and activities to the Rector and the Senate and encourages innovation and development to ensure and enhance quality. It ensures the effectiveness of the quality improvement process and monitors the effectiveness of implementing internal mechanisms for quality assurance and improvement at the University’s components. The committee develops an annual and long-term activity plan, which it presents to the Senate and the Management Board, and acts according to the plan once it is adopted by the Senate. At least once a year, it submits a report to the Senate and the Management Board of the University. The Student Parliament, which consists of all students enrolled at the University, and student representative bodies are included in the committee’s quality improvement programs. The operations of the committee are open to public scrutiny. The committees for quality management and improvement at the components of the University have a leader who is a teacher in a scientific and teaching rank, which includes teachers, associates, students, and other staff. The organization and operation of the Committee for Quality Management and Improvement are more closely defined by the Rules of Procedure for the Quality Assurance Committee at the University. The University has adopted a special act regarding the internal evaluation process, which includes the publication of the results of the conducted self-evaluation (self-evaluation report) at the University.
Within the University, a Center for Quality has been established, which includes a Quality Assurance Board.
The Center for Quality has the following tasks and responsibilities:
In cooperation with the Board, the Center develops a network for managing and improving the quality of the University and integrates it into the national network for quality enhancement.
It also performs the following:
I. In cooperation with the Board, it initiates and coordinates initiatives and implements development programs for the purpose of continuous quality assurance and improvement.
II. The Center determines characteristic quality indicators and organizes their systematic monitoring, specifically:
a) encourages and organizes constant discussions about quality and promotes a culture of quality in both academic and non-academic communities,
b) proposes standards and criteria for the effective functioning of organizational units of the University,
c) develops procedures for external and internal evaluations, methods for researching various aspects of the quality of education, as well as different target populations (students, teachers, administrative staff, managers, employers, public opinion),
d) conducts analyses and gathers information about quality from all system users,
e) investigates the causes of poor quality, inefficiency, and prolonged study periods,
f) establishes an internal control system, as well as the fundamental prerequisites for quality management,
g) ensures feedback from students and channels their suggestions, proposals, and critiques,
h) encourages and organizes professional development for teachers, associates, managers, and administrative staff,
i) organizes, conducts, and processes student surveys regarding the quality of professors and assistants’ work
